dog owners are expected to pick up the pooh so can someone please tell me why horse owners are not expected to do the same

At least you can recycle horse droppings on your roses.  I wouldn't recommend the cannine variety

I believe the reason is horses don't eat meat, so no germs or such like would be transmited.

Ever heard the saying If you fell in pile of muck you would come up smelling of roses,   Well I can guarantee you if it was dog muck you certainly would not.  I have never seen a farmer spreading dog mess on a field to help the crops grow.
