Meetings are held 6pm on the first Monday of every month in the computer suite in the Town Hall.

Members of the public are welcome to attend.

Minutes of Meeting held on Monday 06-10-08 at 6.00pm in the Computer Suite of the Town Hall.

Present: H McManus, Chairperson, C. MacCulloch, Secretary, J.Dunn, Treasurer, M. Smith, K. Welsh, I. Frame, Robert Liddell, Councillor A. Gallagher and David Walker from Largs and Millport Weekly News.

Matters arising:
The meeting with Craigforth about affordable housing in Millport was the last before the final report, which is on the 20-11-08 in Largs. N.A.C. reported in their monthly minutes that there was no money available for housing in Millport.
N.A.C. have not removed the asphalt from the drains in College Street, which was reported to roads department in September.

Correspondence: A letter from the Scottish Parliament about the latest Crime in Scotland was on the table for all to read.
September 2008 Funding Newsletter was also on the table.
Greenpeace Scotland September 2008 newsletter also available.
An application for Erection of upper floor extension to site of dwelling flat including formation of 3 roof lights at Ground floor, 31 Marine Parade, Millport.
An application for erection of conservatory to rear of dwelling flat at 42a, Stuart Street, Millport.
An application for erection of detached dwelling house at Plot 17, Golf road, Millport.

Councillors Report:
Councillor A. Gallagher said, as this was his first visit to C.C.C. he was listening and would take items to the next North Coast Meeting, which would benefit the community.

Police Report:
No Police Officer present.

A.O.C.B. No correspondence has been received from N.A.C. regarding numerous complaints that have been reported.
Ian Frame intimated that the repair work on the Prom at the Crosshouse area has not been completed and an amount of cementing is still required to be done.

Matters arising: The pavement at Ninnian Street is on N.A.C. Roads Department for repair as soon as funding is available.
The Cal/Mac Consultation went very well with the assurance that minimal disruption to the Millport Ferry Service. The next meeting for Largs Pier Reconstruction is 08 September 2008 in Garrison House Millport at 18-30 -19-30.

Correspondence: Craig Forth Focus Group meet in Garrison House on 09-09-08 at 1-00pm.
A letter from Scottish Water stating that Isle of Cumbrae Water Mains Improvement will commence on the 08/10/08 at South West of the Water Sports Centre lasting approximately 3 weeks.
An e-mail on the Cumbrae CC website from s1millport requesting the minutes to be updated.
A letter from Cumbrae Parish Church regarding the new church to be built in the Garrison Grounds asking if the C.C.C. would use it and would storage space be required an answer of yes or no is to be on the return letter.
An application for erection of extension to detached dwelling house at 2a Bute terrace Millport.
An application for formation of 2 side windows to side of public house at 1-2 Glasgow Street, Millport.

Councillors Report: Councillor Hill stated there was very little happening during the summer months, the N.A.C. Education Five-aside-football area in the Garrison Grounds is still going ahead, that has been ongoing for 3 years to date.

Police Report: Constable A. Doherty stated there had been 12 crimes in the last month and all were ongoing.
The Country Western weekend was very successful, the police constable stated that with the extra police presence at the Largs Slip and Millport Slip as well as the extras in the town kept the event very well under control.
The constable also stated the community should be more aware of keeping outhouses locked and not leave bicycles etc lying where they are an easy target for anyone to acquire.

A.O.C.B. Numerous complaints regarding the Burger Van and Sweetie Table on the promenade, particularly in the area of the Sweet Shop, which is open all year round and pays rates, while it seems the above only open when the sun shines and the town is busy. The above to be taken up with N.A.C. Planning.
After the resurfacing of College Street the drains have excess asphalt in them and this probably will not allow the water to drain away. This will be reported to N.A.C. Roads Department.

Matters arising:
No reply from N.A.C. roads department regarding the e-mail of the pavement in Ninnian Street also none of the repair works has been carried out to date. The photograph, which R. Liddell produced of Ninnian Street, was e-mailed to N.A.C. roads department.
A discussion followed re the Cal/Mac Consultation but the outcome was we would wait for the report of the meeting.

Correspondence: Leaflets re "Doors Open Day" Ayrshire Sunday 7th September have been distributed, the only one Open on the Island is the Smillie Centre none of the churches are open.
An application for the formation of dormer extensions to front and rear of upper floor dwelling flat at Flat 1/1 9 Cardiff Street Millport, erection of detached dwelling house at Site to North West of 32 Stuart Street Millport, erection of detached dwelling house to the North West of 14 Guildford Street Millport, alterations and extensions to rear elevation and reinstatement of attic room at Craig-en-Ros Retirement Home 2 Craig-en-Ros Road Millport.

Police Report: No Police attended.

Matters arising: An e-mail was received from K. Gibson MSP thanking all who assisted in the Day of Action - Keep Cumbrae Beautiful.
If another action day is thought to be required just to let him know.
N.A.C. roads department did not reply to our correspondence, however the Patching Machine has visited the island and improved some of the bad areas.

Correspondence: A copy of The North Ayrshire Compact Community Planning Partnership and The Scottish Government Consultation on Education was on the table for all to read.

Councillors Report: No Councillors attended.

Police Report: Constable G. Joyce reported there had been five incidents during the last month all with ongoing investigations.

A.O.C.B. The letting of the old library and the computer suite that is handled by N.A.C. It is now understood will be handed over to a private concern. This would be a great loss to the community considering the D.A. hall is to be closed for part of the winter, this also has to be investigated by the Secretary.
The pavement in Ninnian Street is in need of major repair.
The alterations to Largs Pier are to begin this autumn. This was discussed but we will await the Ferry users Report on the exact timing and plans.

Minutes of Meeting held on Monday 5th May 2008 at 6.00pm in the Computer Suite of the Town Hall.

Minutes of previous meeting were approved by M.Smith,

Matters arising: A copy of the signed constitution was given to each member present; the other members will receive their copy at the next meeting.

Correspondence: A copy of North Ayrshire Council committee minutes dated 30/04/08 were on the table for all to read.
The secretary received the minutes of Ardrossan and Arran, Saltcoats and Stevenson but has not receives the North Coast Minutes which is the one Cumbrae is part of.
A Premises Licence Application for V.G Stores, Sports Centre and Caldwell€™s News Agents, C.C.C. had no objection to any of them.
An application for an extension to existing agricultural building at Breakough Farm was received, there were no objections.
A letter received from K. Gibson MSP for Cunningham North re-A Day of Action - Keep Cumbrae Beautiful on the 31/05/08 was read and C.C.C. will give this our full support posters and details will be throughout the town.

Councillors Report: No Councillors attended.

Police Report: No Police present

A.O.C.B. F. Corcoran President of Cumbrae Initiative Group attended to say he was the representative for the Isle of Cumbrae on the Scottish Island Federation Group and membership is free for the first year. There are 14 members with only 2 from each island.
A letter of complaint about roads and toilets is to be sent to N.A.C.

Minutes of Meeting held on Monday 7th April 08 at 6.00pm in the Computer Suite of the Town Hall.

Present: H. McManus Chairperson, C. Mac Culloch, Secretary, J. Dunn Treasurer, K. Lundie, Robert Liddell, and I. Frame. David Walker from Largs and Millport Weekly News, G. Joyce Police Constable.

Minutes of previous meeting approved by R. Liddell and I. Frame.

Matters arising: A request was made for a statements to be withdrawn from March Minutes, however this was over ruled and minutes to remain as published.

H. McManus and C. Mac Culloch signed the constitution each member will receive a copy.

I.Frame reported from the Hunterston meeting that the liquid discharge into the Clyde was well within Sepa's guidelines. The visual impact weather shield that is to encase Hunterston A is to be white.

K.Lundie and R. Liddell were unable to attend the North Coast Area Meeting on 17th March.

Correspondence: The Elderly Forum Minutes were put on the table for all to read.

A letter from B. McLuckie Cumbrae Club Court thanking C.C.C. for the history of the property and the show house is open for viewing.

N.A.C. minutes of the 5th March were there for all to read also Ayrshire Joint Structure Plan.

N.A.C. planning for week 31st March included the erection of single storey day service building at the Lady Margaret Hospital also the plans, C.C.C. had no objections an excellent idea for the community.

C. Mac Culloch to attend Cumbrae Research Steering Group meeting on 17th April at 9-45am in Largs.

Councillors Report:

E. Marshall congratulated all involved in the restoring and opening of Garrison House.

The next meeting of the North Coast Area was 14/04/08 at 4-00pm at which Cumbrae problems reported would be passed on to the required department for attention, problems are to be with H. McManus or K. Lundie before the above meeting.

A rota is to be drawn for a councillor to attend each monthly C.C.C. meeting. Cards were left for any one requiring contacting E. Marshall.

Police Report:

P.C. Joyce reported 2 vehicles had been vandalised and 1 breach of the peace both with ongoing inquiries.

M. Smith asked Constable Joyce who to contact for neighbourhood watch

He said to contact the local police office, as the other contacts do not exist through lack of continued support.

I. Frame's expenses are going to be paid for by the Hunterston Group.

No report has been received regarding the continuation of the Quarterly Meetings.

A large length of steel girder was reported on the shore at Knoxes Port.

A length of the railing missing at the septic tank.

Road to be resurfaced this year is College Street and a pavement in Crawford Street.

The navigation light on the outer Eilean still not working.

N.A.C. local foreman to be congratulated on his quick response to a complaint after an elderly lady triped on an edge of concrete The said edge has now been painted white to make it more visible.

Minutes of previous meeting approved by M. Smith and seconded by C. MacCulloch.

Matters arising; M. Smith objected to not receiving the February Minutes before the meeting this was the result of a statement by H. McManus.

I Frame co-opted back onto the council and welcomed by all.

The revised Constitution was accepted and a copy has to be given to each member of C.C.C.

Correspondence; North coast Area Committee- Informal Meeting to be held in Moorburn House on Monday 17th March at 3-00pm K. Lundie and R. Liddell hope to attend.

N.A. Are talking about doing away with the quarterly meetings held on the Island. A. Hill is taking the subject up with N.A.C. and will get back to C.C.C.

The N.A. Community Planning Partnership is keeping C.C.C. informed by letter.

C.C.C. received a planning application for change of use from shop to form flatted dwelling house at Flat 2, 9 Glasgow St. Millport.

A copy of Local Government Financial Settlement was given to each member.

C.C.C. received an Invite to a meeting of Cumbrae Research Steering Group for Affordable Housing on Cumbrae. C. MacCulloch to attend this meeting in Largs and report to the C.C.C. meeting in April.

C.C.C. Has received an invitation to the Regenerating Our Community Conference 2008. After a discussion it was agreed this should be passed on to K. Howell.

Councillors Report. A.Hill stated there was not any news regarding Cumbrae but hoped that would all change when the Garrison was signed over this included the All Weather Pitch in the Garrison Grounds.

Police Report; No Report.

F. Corcoran reported that the Initiative Group still have not had a statement back from the Marquee Group, it was decided to leave the subject with them.

An e-mail was received from K. Howell ( Development Manager) on the Garrison- up- date, however no up date was received only a questionnaire to be filled in and returned.

Chairman R.Liddell proposed that I.Frame should receive travelling expenses for going to the Hunterston Meetings this was unanimously agreed.

The secretary was asked if the C.C.C. had received an invitation to the Official Opening of the Garrison on Monday 10th March the answer was no.

MEETING MINUTES FOR FEB 2008-02-05

In attendance:

David Walker (Largs and Millport reporter); Jim Brown (local police officer); Gordon Joyce (local police officer); Frank Corcoran

Minutes of Jan 2008 meeting duly approved

Matters arising:

H. McM reviewed the CCC constitution against an updated version. All agreed that a few minor amendments would be made.

All agreed that the minutes would no longer be distributed prior to the approval of them so subsequently all minutes will be sent a month behind.

Police Report:

Jim Brown introduced Gordon Joyce to the council as the new policeman to the island. Gordon will be replacing Jim.

Crime reported for Dec and Jan included an indecent assault, for which enquiries are ongoing, a man arrested for domestic assault and a number of cars having been vandalised at the ferry slip.

Correspondence:

An email was received from Kathryn Howell advising that the council office was expected to move into the Garrison on 25th Feb and that the surgery was to be confirmed, although expected to be around the same time. She also advised of an open day on the 24th Feb between 2pm and 4pm.

C.McC wrote to Mr Snodgrass at NAC raising a concern that, despite there being 4 councillors, not one has attended a CCC meeting in the last 6 months. She also asked who would be organising the NAC quarterly meetings now that Ray Young had retired. Expecting feedback for next meeting.

CCC received a reply from Jim Leckie regarding the proposed changes to the fees charged for halls. He advised that concerns would be taken into consideration and we would be notified in due course as to the outcome of the proposal.

An invitation was received for the Steering Group meeting on the 4th March and H.McM will be attending this.

CCC received notification of the next North Coast and Cumbrae meeting. J.D will try to attend the meeting on 11th Feb.

CCC received planning notification for change of use of the butchers in Glasgow street from shop to flat.

C.McC took an action to contact the planning dept and request clarification on when and how plans will be made available or sent to the CCC as it appears to be intermittent with plans only being received very occasionally.

CCC received an email from a member of the public asking if CCC could contact NAC regarding the state of the roads in Millport, with particular concerns on Golf Road.

C.McC stated that work had been started on Golf Road, the potholes had been filled and the road levelled off. C.McC took an action to contact NAC about the rest of the island, including the potholes in front of the garrison and the drainage outside the VG.

AOB:

Hunterston meeting - C.McC to write to Ian Frame and ask if he would represent CCC at these meetings in future.

Ferry Users Group - M.S to find out when the next meeting is. K.L and M.S will attend if possible.

Marquee Group - Frank Corcoran advised that he had requested information about the Marquee, however had been told that this had now been handed over to CCDC. C.McM took an action to confirm with CCDC if this was indeed the case and request information regarding contacts as well as financial reports etc.

Meeting concluded at 6.50pm, date of next meeting will be Monday 3rd March 2008.
