Meetings are held 6pm on the first Monday of every month in the computer suite in the Town Hall.

Members of the public are welcome to attend.

If you would like anything to be discussed, please let us know either by letter or e-mail and we will make sure it is put on the agenda.

Minutes of Meeting held on Monday 14th February at 4-00pm in the Computer Suite of the Town Hall.

Matters Arising;   T. McInally has stated that they will attend the March meeting to explain the extension of the construction yard at Hunterston.

 

Correspondence;  A planning application to form French Doors to rear and installation of 2 conservation area roof lights to front at flat 1,

23 Kelburn Street, Millport.

An application of modular building to provide further teaching capacity at University Marine Biological Station, Marine Parade, Millport.

N.A.C. Special Meeting of North Ayrshire Council was put on the table for all to read. 

  

Councillors Report;  No Councillor present Again.

 

Police Report; No Police present 

 

A.O.C.B.;  Mrs Margaret Murphy gave C.C.C. a resume of the years that her committee devoted trying to prevent cycling accidents on the Island also all the paper work and leaflets that they had printed during the years.

A discussion about the state of the roads, this will go back to N.A.C. Roads Dept..

Cumbrae Community Council

Minutes of Meeting held on Monday 1st. November at 6-00pm in the Computer Suite of the Town Hall

Present: M.Smith, Chairperson, C. MacCulloch, Secretary, R. Griffin, Treasurer, R. Baxter, Councillor A. Gallagher, and 1 member of the public.

Apologies: R. Liddell.

Matters Arising: 4 member of C.C.C. attended the Straight Talking Meeting of N.A.C. in Largs Academy when we were told of the expense cuts which would take place affecting all departments in N.A.C.

One of the suggested savings, which would help, would be more voluntary work in all parts of the communities.

Correspondence: None.

Councillors Report: Councillor A. Gallagher report that all the cuts forecast in N.A.C. would probably get worse before it all departments started to improve.

More voluntary work would be one way of keeping the community up to the present standard.

Police Report: Constable A. Docherty reported that there were 8 crimes in September 5detected and the 3 undected are ongoing.

In October there 3 crimes 2 detected and 1 undetected.

The extra constable that was here for the summer months has gone back to the mainland.

Constable Docherty was asked by some of the local youths if she would run a Youth Club, so now 12 months later she is fully qualified to run the Youth Club and hopes to have the first meeting on Friday 05-11-10 the age group is 11-17 years. We all wish Angela every success in giving the youth another active night out.

A.O.C.B.: After a lengthy discussion it was agreed to have the future meetings at 4-00pm.

Minutes of Meeting held on Monday 3rd May at 6.00pm in the Computer Suite of the Town Hall

Present: M. Smith, Chairperson, C. MacCulloch, Secretary, R. Griffin, Treasurer, R. Baxter, and Constable J. Ferguson.

Matters Arising: No letter was received from Katy Clark re the meeting with Douglas Alexander M.P. Development Secretary.

No details have been received from Scottish Water re the new mains pipe, which was to be laid in 2008.

Correspondence: An e-mail from the C.C.C. e-mail address, was read which stated a plaque at the memorial site at the Gladstone had been removed and they were questioning who would have removed the plaque. It has to be pointed out to them that the memorial site is at the Millport Cemetery and the Gladstone is Private Property.

Councillors Report; No councillor present.

Police Report: Constable Ferguson said that an extra constable would be working on the Island from 01-06-10 to the end of September, which would give much better police cover for the summer months.

There had been 3 theft instances and are ongoing.

3 Assaults cases & 1 drunk driver.

A case of fraud which thanks to staff and co-operation with the local police was solved and the culprits caught and charged also charged with other incidents elsewhere.

A.O.C.B.: N.A.C. are considering holding the North Coast June Meeting in Millport.

Kenneth Gibson MSP forwarded a letter stating where Funding would be available for the West Bay Toilets/changing room's etc. this was passed on immediately to the organisations that can apply for funding.

Minutes of Meeting held on Monday 05-04-10 at 6.00pm in the Computer Suite of the Town Hall

Present: M. Smith, Chairperson, C. MacCulloch, Secretary, R. Griffin, Treasurer, R. Baxter, D. Walker, Reporter, Councillor A. Hill, Councillor E Marshall and Conservative Candidate Philip Lardner.

Matters Arising: The apologies should have read R. Baxter not R. Griffin.

Correspondence: N.A.C. council minutes for 10th April were on the table for reading.

Katy Clark, MP Invited C.C.C. to a meeting with the International Development Secretary, Douglas Alexander MP as it was an evening event the above were unable to attend. The questions that would have been asking were put in a letter for Katy to ask in our behalf. We are awaiting a letter with the answers.

Numerous letters have been sent to Scottish Water regarding the new Water Main, which was to be laid in 2008, and no reply to any of them.

E-mail to Scottish Water, Waterwatch Scotland has started an inquiry into why the new Main was not laid, this is now ongoing.

Councillors Report: Councillor Hill explained the situation about the halls as N.A.C. are hoping to operate all the halls from one centre, which would be a problem for Cumbrae, so discussions are to take place to try and solve the problem.

Councillor Marshall asked about the changes in the library as N.A.C. staff are moving into the library to work from there, and also do the staffing of the library. Which should be a benefit to the members of the public who use the library, also more computer access.

Police Report: No Police Present.

A.O.C.B.: A phone call re the water main stated that Scottish Water have found the job number but have not come back as to when the job will be started let alone completed.
Re the May meeting, although it is a Bank Holiday members decided to have the meeting on the usual night Monday 3rd May.

Minutes of Meeting held on Monday 01-03-10 at 6.00pm in the Computer Suite of the Town Hall.

Present: M. Smith, Chairperson, C. MacCulloch, Secretary, R. Griffin, Councillor A. Gallagher, D. Walker, Reporter, Constable J. Fergusson, and two members of the public.

Matters Arising: Ayrshire Power has corrected C.C.C. address in their address book.

M. Smith is having numerous problems with the bank to have the new treasurer as the treasurer.

Correspondence: A number of letters have been written to try and find funding to help with the restoration of the West Bay Toilets/changing rooms.
A copy of the Pharmacy letter was discussed and all were in favour of the Surgery staying as it is at the moment.
Another letter has been sent to Scottish Water to find out when the new main will be completed or are we in for another year of burst water pipes.
A letter to N.A.C. Roads Department as requested by the representative at the meeting on the 05-02-10 for the roads requiring markings.
An application for planning for the extension of lecture room with store below, and erection of spiral stair and walkway at Sportscotland National Centre, Millport.
The February meeting of the North Coast Area Committee was cancelled because of illness.
North Ayrshire Committee Minutes were on the table for all to read.

Councillors Report: Councillor A. Gallagher stated that times were going to be hard going into the coming year.
Budget savings on all departments is sensual in all departments.
All councillors working together to arrive at the best for all communities in all departments.
All hall prices will increase in the future.

Police Report: Constable J. Ferguson reported that the toilets had been vandalised again and this was not helping the community to have the toilets upgraded more likely closed all together.
There had also been neighbour trouble that was resolved.

A.O.C.B.: The meeting with the N.A.C. 0fficials is to be twice a year or if a problem arises the N.A.C. party will come over to try and solve the problem.

Matters Arising: A Spelling error in fouling.
No new date for cancelled North Coast Meeting.

Correspondence: Katy Clark MP had a coffee morning in the town hall on the 23rd January at 10-30 am her next meeting is the 13th February at 10-am in the town hall.
The secretary has booked the Computer Suite for the C.C.C. meetings for 2010.
A letter from Ayrshire Power regarding their latest up date on the progress report was received addressed to Largs Community Council at 4 Bute Terrace, Millport and said dear M. Smith. A letter has to go to Ayrshire Power to have their address book corrected.
E-mail was received regarding a wind turbine project.
A letter was received from N.A.C. re the Debate underway on Change on Election Count.
A planning application for extension to 16b West Bay Road Millport.
A Planning application for 2 rooflights to 49 Glasgow St. Millport.
A Planning application for extension to 42 Kames St. Millport.
N. A. C. committee reports were all put on table for all to read.
A leaflet on synthetic grass pitches.

Councillors Report: No Councillor Present.

Police Report: Constable J Ferguson stated the dog fouling is very bad, on a school walk the children counted 20 lots of dog poo.
The toilets at the pier were very badly vandalised in late December but no charges were issued.
4 police incidents in January are ongoing.
Constable A. Docherty has had a very good response from the members of the community regarding starting a youth club.

A.O.C.B.: A meet is to be held in the Garrison Meeting room on Friday 05-02-10 at 1-30pm to discuss Island related matters with N.A.C. Officials.
Chairperson M. Smith asked for a volunteer to be Treasurer of C.C.C.
R. Griffin stated he would take over as Treasurer as there was no other volunteer this was accepted by all members.

Minutes of Meeting held on Monday 07-12-09 at 6.00pm in the Computer Suite of the Town Hall

Present: M. Smith, Chairperson, C. MacCulloch Secretary, R. Griffin, R. Baxter, Constable J. Ferguson, and Councillor A. Hill.

Matters Arising: The North Coast Meeting on the 10-12-09 has been cancelled no new date as yet.

Councillor A. Gallagher has asked N.A.C. about the Kames Bay toilets and was informed that it was a new unit on the site. But that was 30 years ago, but the toilet pans and wash hand basins have been replaced lately.

Regarding Events Weekends the members attended the C.C.D.C. meeting on the 10th November and thought that the Mull Presentation was excellent and all applicable to Millport in a smaller scale and any extra events would be very beneficial to the island.

Correspondence: E-mail from Councillor Hill had been received asking if the night of the meeting could be changed, after discussion it was decided to keep it on a Monday.

A letter from Planning Aid Scotland was on the table for all to read.

A planning application for external restoration of courtyard accommodation and new extension to lodge house for offices, at Garrison House, Millport.

Councillors Report: Councillor A. Hill reported that the Garrison House work was going to plan and the Jura Consultants meetings with the local businesses and organisations had gone very well.

Police Report: Constable J. Ferguson said he would ask the Traffic Police about Twenty's Plenty on parts of the main street along the front.

As the police were not at the November meeting ( secretary's fault) the following were report was for two months 2 traffic offences and 8 other ongoing offences.

Constable Ferguson also reported that the dog fowling was very bad and incidents should be reported to the police for further investigation.

A.O.C.B.: The members of the C.C.C. who attended the Jura Consultant meeting in Garrison House thought the short-term plan and also the long term one would be very beneficial to the whole community.

There will be no January meeting as the N.A.C. workers would be still on holiday.

Matters Arising: The extra litterbins have been taken away for the winter months.
The ladies and gents toilets in Clifton Street are now closed at the weekends but the ones in Glasgow Street and the Pier Head are open all the time now. The toilets at Kames Bay and West Bay are CLOSED.
There is no Informal North Coast Meeting in November to forward the on going complaints to for the December Meeting.

Correspondence: The Firth of Clyde Forum News Letter (Clyde Breakers) was on the table for all to read, also the Autumn Edition of The Nature of Scotland.
A Planning application for the Certificate of lawfulness for existing use as rented accommodation at 1 Churchill Street, Millport.
Erection of detached garage at, 12 Provost Loan, Millport.
A letter from N.A.C. Planning Department stating that the planning Application for Little Cumbrae House Little Cumbrae has been passed subject to Planning Conditions.
A questionnaire from the University of the West of Scotland Faculty of Science and Technology, Paisley, regarding communities in Ayrshire was filled in by the secretary and returned.

Councillors Report:
Councillor A. Gallagher reported that the exact cuts in N.A.C. would not be known till after the New Year but it looked like it will be hard going for the next few years. He understands that there is an extra automatic toilet in N.A.C. and is enquiring if it would be available for Millport.

Police Report: No report. (Secretaries fault).

A.O.C.B. Re the discussion regarding Event Weekends the members decided to wait and attend the C.C.D.C. meeting on the 10th November before making any decisions, as numerous events could be in place for 2010.
A suggestion of a 20-mile speed limit on part of the front street, but this would have to be discussed with the local police.
In reading the minutes of N.A.C., there are 5 beaches in the EC Bathing Water Directives (Blue Flag Beaches) and Millport's Newton Beach was the only one achieving overall EXCELLENT Water Quality Standard in 2009, 2 of the 5 actually failed and the other 2 had 1failure each.

Matters Arising: Constable A. Docherty stated the fined for dog fouling is now £1,000.
More dog bins between the harbour and crazy golf still required.
The Cherry Blossom Trees for Crawford St./West Bay are growing on very well was the latest news from N.A.C.
M. Smith attended the North Coast Informal Meeting but C. MacCulloch was unable to attend, Margaret reported all the problems which had not been attended to by N.A.C. most have been ongoing for numerous years.

Correspondence: Ayrshire Power newsletter was on the table for all to have a copy.
The public meeting for the coal-fired power station takes place on the 6th October in the Town Hall all day as advertised in the press.

Councillors Report: No councillor present AGAIN.

Police Report: Constable Docherty stated 1 outstanding crime, 1 other incident and 2 roads related incidents all are ongoing.

A.O.C.B. A discussion on an EVENTS DIARY followed regarding local events on the island and the following ideas were the outcome, there is a Diary in the ONE STOP SHOP all events can be put on S1 Millport also on the N.A.C. Events Page. Community co-operation is the main requirement for events not to clash.
Suggestions for other weekend entertainments were discussed and will be discussed again at a later date.

Matters Arising: N.A.C. still have not placed any dog bins between the pier and the crazy golf.
A letter to N.A.C. stating another season finished and no repairs to the toilets or changing rooms at West bay Park also 4 weeks with no goal posts for the tourist football season, and the new goal posts do not have the part for the goal net to be attached to the frame but LARGS goal posts have the attachment.
M. Smith and C. MacCulloch to attend the North Coast informal meeting in Largs on 16-09-09 at 2-00pm.

Correspondence: C.C.C. received a letter from Environment Related Services stating the toilets and changingrooms were the responsibility of Educational Services and they would respond in return but to date no correspondence has been received.
The Scottish Governments Programme for Scotland for 2009-2010 was on the table for all to read.
Ayrshire Power Ltd. Proposal for Pre-Application Consultation was on the table.
Planning Applications: part demolition of existing cottage and erection of extension to side of cottage at North West of 29 West Bay Road, Millport.
Change of use from office to flatted property at North Ayrshire Council, 40 Stuart Street, Millport.
Erection of garage, summerhouse and decking to rear of house (retrospective) at 45 Marine Parade, Millport.
Change of use from dwelling house to residential institution, at Little Cumbrae House, Little Cumbrae, Isle of Cumbrae.
External restoration of courtyard and extension to lodge house for offices and storage at Garrison House, Millport.
Amendment to planning permission N/07/00463/PP at 1 Balloch Crescent. Millport.
Formation of French doors to rear of ground floor dwelling flat at 15 Guildford Street, Millport.
A copy of the 5 Cumbrae Community Council Election Papers were on the table.

Councillors Report: No Councillor Present.

Police Report: Constable Joyce reported that there had been 11 crime incidents during the month of August all are ongoing, also with the meeting being in the middle of September he stated there were 10 crime incidents over the Country Western Weekend these are all ongoing also.

A.O.C.B. M. Smith, Chairperson. C MacCulloch, Secretary. I. Frame to continue visiting Hunterston Power Station and Ayrshire Power Ltd. representing C.C.C. A new treasurer will be appointed when the books return from N.A.C., as August is the end of the financial year.
Constable G. Joyce stated he would be returning to Largs at the end of the month as he was only here for the summer months.

Minutes of Meeting held on Monday 03rd August 2009 at 6.00pm in the Computer Suite of the Town Hall.

Present: M. Smith, Chairperson, C. MacCulloch, Secretary, J. Dunn, Treasurer, I. Frame, R. Griffin, Constable A. Docherty, Councillor E. Marshall and Councillor A, Hill.

Matters Arising: R.Liddell bought the new flag on the flagpole and C.C.C. paid R. Liddell.

Correspondence: The 9th Largs Pier Reconstruction Forum meeting will take place on 13th August in the community rooms Largs library, from 6pm-7pm. to receive a project update and information on the opening ceremony by HRH The Princess Royal.
The Scottish Government Energy Assistance Package hopes to set up a community event in Millport (Cumbrae) at the beginning of next year (2110).
The next Health Board Meeting is the 18th August 2009.

Councillors Report: Councillor E. Marshall had been in contact with N.A.C. regarding the removal of the Flowering Cherry Tree at the top of Cardiff Street, the reason for the removal was it was diseased as the result of it being hacked a few years earlier. N.A.C. have stated that they will plant 3 trees on the site in the autumn.
Councillor Marshall will also request more "poo bins and rubbish bins" particularly for the area between the harbour and the flagpole.
The North Coast Meeting is on Thursday 13 August at 2-00pm.
The West Bay Toilets/changing rooms are still on going the councillor was told to contact Trevor Jones of N.A.C., which she did but he told her it was Mr Ketteldy's dept. but Councillor Hill stated it was T. Jones dept. so Councillor Marshall stated she would go back to T. Jones.

Police Report: Constable A. Docherty stated July had been a very quiet month only 1 incident of crime reported.
A request for a meeting with the Police Inspector, which Chairperson M.Smith attended, after a previous incident, took place in Garrison House and since then Millport has had extra police cover, which is excellent for the island.

A.O.C.B. C.C.C. continuing with the toilet situation and improving the facilities in the town. Complaints should be reported to the N.A.C. office or the complaints form on the N.A.C. web site.

Meeting closed at 6-55pm.

Next Meeting: 09-09-09 AT 7-00pm. This because of the Community Council elections.

A delay in N.A.C. publishing the results of the Community Election in the local paper requires the next meeting of C.C.C. to be Monday 14th September at 6-00pm. in the Computer Suite.

Minutes of Meeting held on Monday 06 July 09 at 6.00pm in the Computer Suite of the Town Hall.

Matters Arising: The public toilets are on going, C.C.C. members just do not know what to do or where to go as every door shuts as soon as you mention toilets on Cumbrae.
No dog bins have been placed between the harbour and the crazy golf.
The second summer seat has been put back in the harbour area.

Correspondence: The council received a letter via K. Gibson M.S.P. from J. Currie Head of Environment and Related Services N.A.C. stating he met with C.C.C. members twice a year (at Easter and the Autumn). The last time C.C.C. and other organisations had a meeting with N.A.C. officials was March 2007.
An e-mail was sent to K.Gibson M.S.P. asking why C.C.C. members were not invited to Longannet with the other council members in the area, the reply was because of an article in the local paper on the 25th February he decided C.C.C. members were not interested in the goings on in the Hunterston Area.
K. Gibson M.S.P. visited C.C.C. on Tuesday 5th June 2007 along with Inspector J. Seenan and stated if C.C.C. changed the meetings to a Monday he would be able to attend regularly, so in his presence it was changed to the first Monday in every month to suit his diary.
A planning application for Millport GOLF Club to replace pro/shop/starters building.
An Ayrshire Power newsletter on the table for each member.

Councillors Report: No Councillor present AGAIN

Police Report: Constable J. Ferguson reported that there were 13 incidents of crime all with good results and are ongoing to date.
2 picnic tables were vandalised and 1 summer seat. One of the picnic tables (the original cement ones) was completed destroyed and the summer seat beside it very badly damaged. The other one further round was partially damaged.
The Constable also stated that 2 extra police would be on duty every Saturday till the end of the season.

A.O.C.B. N.A.C. were asked to supply a St. Andrews Cross flag for the flagpole, but stated it was not possible to do this. C.C.C. purchased the present flag for the flagpole.
The Library notice has been removed from outside the town hall but does not seem to have been placed in the new area.
The bushes at the rear of the Cumbrae Slip car park are overhanging the parking areas and were to be cut back when the grass verges were cut along with all the other bushes etc. hanging over the island roads but none of this work was carried out.

Matters Arising: Staff has been employed for the new building at the Lady Margaret Hospital but C.C.C. are unsure of how it will be operated as there has been no official notification to date.
Nothing has been done yet as to improving the road from the slip to Fairhaven in particular the N.A.C. have been contacted again.
The West Bay toilets/Changing/room is on going with Councillor Hill dealing with N.A.C. to have them replaced.

Correspondence: A planning application for the erection of detached dwelling house at site to East of 17 George Street, Millport, Isle of Cumbrae.

Councillor's Report: No councillor present.

Police Report: Constable G. Joyce attended and reported that there had been 1 undetected crime and 5 crime incidents all of which are ongoing during the last month.

A.O.C.B.: The Library notice with opening hours on the wall at the entrance to the old Library should be removed and put at the new location.
There are still no litter or dog bins between the pier and the Crazy Golf and this is a great miss for the visiting public.
The Summer Seat at the Harbour has still not been replaced.

Matters Arising: The police report should have read 10 incidents of crime which included 3 not wearing seat belts.
The latest on the West Bay Toilets/Changing rooms is photographs have been e-mailed to Councillor A. Hill regarding the requirements of new the premises.
M. Smith & C. MacCulloch attended the North Coast Meeting on the 09-04-09 the Cumbrae matters were: the resurfacing of the bus route in the Ferry Cottage area will not be done till Scottish Water lay the new Water Mains. The patching of holes will continue even although the asphalt comes back out within a week.
M.Smith attended the N.H.S. meeting and reported that the new building at the Lady Margaret Hospital is still not in operation, the N.H.S. members at the meeting could not tell those present the reason for the delay.

Correspondence: A planning application for the erection of two storey extension to side of semi-detached dwelling house at 6 Copeland Crescent, Millport.
A letter from Cumbrae Combined Services stated that the objections reported to N.A.C. Planning Department were incorrect but as all the objections by C.C.C. members were taken from the plans supplied by N.A.C. the statements were all correct. C.C.C. members will have another look at the plans just to verify all objections are correct.

Councillors Report: No councillor present.

Police Report: Constable A. Docherty reported that in the last month there had been 9 incidents of crime 7 had been detected and 2 were outstanding all incidents are ongoing.
The parking restrictions are now in force. The local police are having a joint meeting with Traffic Dept. and N.A.C. Roads Dept. to have the yellow and white lines all renewed. The disabled parking bays at Cumbrae slip have been repainted and increased to 4 spaces.

A.O.C.B. M.Smith and C. MacCulloch will attend the informal North Coast Meeting in Largs on 14-05-09 and will take a list of items needing attention for the Councillors to take to the formal North Coast Meeting in June.

Matters Arising: The public toilets are on going, so far N.A.C. have not improved any of them, numerous phone calls have been made all to no progress being made to date and we are now at Easter.
The Development Manager of Garrison House did not attend the C.C.C. meeting.
The secretary distributed the Hall Let prices to all members.
C. MacCulloch attended the March meeting of the Cumbrae Affordable Housing in Largs and they are looking into building houses at the end of Copland Crescent as N.A.C. own that land.

Correspondence: The planning application for 11 Guildford Street was refused.
A planning application for the erection of conservatory to the rear of dwelling house at the Wedge, 50 Stuart Street, Millport.
A planning application for the erection of conservatory to rear and porch to front of mid terraced dwelling house at 13 Cumbrae Drive, Millport.
A letter from Largs Pier Reconstruction Forum stating there 6th meeting will take place on Thursday 9th April 09 in Community Room, Largs Library from 6pm - 7:30pm.
The North Coast Meeting will take place in the D.A. Hall, Millport, on 09-04-09 at 2-00pm.
The N.H.S. meeting will take place in the Garrison House on Wednesday 22nd April at 11-00am.

Councillor's Report: No councillor present.

Police Report: Constable A. Doherty reported that since 7th March there had been 7 reports of crime, 3 of which were persons not wearing seat belts and the others are ongoing.
Also from 1st May there will be 3 full time Constables on the island.
No person has been charged with dog fouling yet.
The no parking on the shop side of the street becomes law on the 1st May.
The "No Entry" signs have not been replaced that the police requested to N.A.C.
The police cannot remove the cars in the disabled areas at the slip, as the paint requires re-painting.

A.O.C.B. Councillor Hill has submitted photographs of the West Bay Toilets to N.A.C. to help with repairing or renewing.
C.C.C. are awaiting an answer from Scottish Water regarding the instalment of the new water mains from Cumbrae Slip to the supply tank at Craigour Road end.

Matters arising: Regarding the West Bay Toilets/Changing Rooms several phone calls were made, Mr J. Leckie has not come back to the secretary but Mr J. Currie did return the call and would phone again after a meeting on the 04-03-09 with N.A.C.
The secretary wrote a letter to the Development Manager of Garrison House and the Manager phoned M.Smith to say she could not attend on the 02-03-09 but would attend the meeting on the 06-04-09.

N.A.C. are being asked if more "No Dog Fouling" notices could be put up before Easter also a "Dog Fouling Bin" in the area of the telephone Kiosk at the Harbour, PC J. Ferguson stated there was no bin at all in this area.

Correspondence: A planning application for the change of use and alteration to commercial property to form ground floor flat at 11 Guildford Street Millport. An objection to the above has to go to planning regarding the Heritage loss, as this is the oldest bakery area on the island.
A planning application for installation of new window and roof light to ground floor dwelling flat at 3 Bute Terrace, Millport.

Councillors Report: Councillor A. Gallagher reported all was very quiet at N.A.C. as all await the New Budget. He stated that the public toilet situation was in great need of attention and he would speak to N.A.C.

Police Report: Constable J. Ferguson reported 1 breach of the piece with enquiries on going.
An amount of scrap metal was stolen from the West End of the town the police are still investigating.

A.O.C.B. N.A.C. have to be asked at the North Coast Meeting in April if the toilets in Glasgow Street can be open at the weekends as all the town public toilets are closed from Friday at 3-00pm till Monday morning.
The secretary has to find out the new hall let prices.

Correspondence:
A letter from N.A.C. regarding our enquiries about Public Toilets gives a very negative response. The specific problem of the condition of the toilet/changing rooms at West Bay is not being addressed at present as the toilets are the responsibility of one department and the changing rooms another. The suggestion from N.A.C. is that the Football Club should approach N.A.C. direct. The Secretary to liasise with the Football Club in an attempt to move things forward. It was also agreed that our Public Toilets should be open each day in winter for the convenience of both locals and visitors who regularly go walking on the island.

A letter received from the Elderly Forum Suggesting that we should hold our future meetings in the Garrison on a Tuesday evening when the Library is open (we realise that it is their hope that they could gain sole access to the old Computer Suit in the Town Hall). Everyone agreed that the Garrison would be a more comfortable location and a change of evening would be acceptable. The Secretary did ask verbally about a possible move last year but nothing happened. Perhaps a letter to the new Development Manager would receive a more positive response.

The Treasurer was given a copy of an e-mail which arrived on the C.C. website supposedly from Lloyds TSB regarding bank security details. The content appeared suspicious for a number of reasons, we do not bank online, the grammar was poor and it seemed unlikely that a bank would ask any customer to amend security details in this fashion. (Note: Treasurer has spoken to the Bank Manager in Largs and has been advised that this e-mail is fraudulent. Her best advice is to completely ignore it.)

Treasurer Report: Treasurer distributed copies of the balance sheet for the last financial year. She urged anyone who is entitled to out of pocket expenses for C.C. business to submit a claim for them. The Project Account lay untouched in the last year. Everyone agreed to consider for the next meeting the way forward with this account.

Councillors Report: No Councillors present.

Police Report: A number of instances of disorderly behaviour occurred in Cardiff Street, all involving one man. He was eventually Sectioned and admitted to hospital for treatment. He is now home and there have been no further problems so far.
Two minor traffic offences were reported.
One case of vandalism is the subject of an ongoing investigation.
Constable Ferguson reported that dog fouling is a continuing problem, which he takes very seriously. The Public are urged to report any instances where they witness dog owners acting irresponsibly.
The meeting agreed that N.A.C. should be asked if more prominent signage could be erected around the town to alert people to the fact that dog fouling is an offence.

A.O.C.B: Jean Dunn reported that two members of the community had asked if it is correct that there is no bus service when the ferry is off. Everyone present confirmed that it is only a Ferry Service.
The condition of our roads is an ongoing problem. We should all urge individuals to fill in a complaint form where they identify specific problems to see if this will urge N.A.C. to act.

Correspondence: A letter from C.C.C. has been posted to the N.A.C. Chief Executive requesting that the West Bay Toilets and Changing-room be repaired before Easter this was accompanied by 2 supporting letters from football clubs and 72 signatures from local supporters.
Chairperson M. Smith and Secretary C. MacCulloch attended the Informal North Coast Meeting at Largs on 13th November.
Largs Pier Reconstruction Forum Meeting No 4 will take place in the Garrison on Thursday 11th Dec. at 4:00 - 5:00pm.
A Planning application for change of use and alterations of cafe to form ground floor flatted property including re-roofing to rear at Tearoom, 15 Stuart St. Millport.
A Planning application for internal alterations and installation of three roof lights to front elevation of upper floor dwelling flat 2a Woodlands St. Millport.

Councillors Report: Councillor Hill reported that the All Weather Pitch at the rear of the Garrison is under construction 3 years after N.A.C. Education Department stated that the money had been awarded.
N.A.C. officials and the local councillors had a meeting with members of the Garrison group, which finished a productive meeting. A future meeting will be held before the Garrison group A.G.M.
Craigforth housing survey on Cumbrae is almost complete and the results are due before the end of the year.

Police Report: Constable A. Docherty reported 2 persons had been charged with drink driving both plead guilty to the offence.
A Problem arose when the crew of a boat came ashore one stormy evening and a number of incidents were reported after they had gone in the morning, these incidents are ongoing investigations.
A letter in the local paper by Constable J. Ferguson about the amount of dog poo on pavements etc. is a disgrace and if this is not picked up the offenders will be prosecuted.

A.O.C.B.: A large puddle at the bus stop in front of the Garrison to College Street has been reported, it appears the drain is not working and road is sinking at the corner.
Robert Griffin of Stuart Street was co-opted on to Cumbrae Community Council at this meeting.
The January Community Council Meeting is cancelled and the next C.C.C. Meeting is 02-02-09.

Correspondence: A letter from the Scottish Parliament about the latest Crime in Scotland was on the table for all to read.
